Brief History


Punjab Information and Communication Technology Corporation limited (Punjab Infotech) was incorporated on 27th March, 1976 under the name of Punjab State Electronics Development & Production Corporation Limited under the Companies Act, 1956


The Corporation has set up Electronics Town of Punjab (ELTOP) in Phase VIII, SAS Nagar Mohali. The electronics township spreading over an area of 290 acres was developed by the corporation in Mohali as a nerve centre for the electronics industry. It had set up eight Subsidiary and seven Joint Venture Companies. The major role of the Corporation was to develop, operate and promote electronics and electrical industrial development. ELTOP has the unique distinction of having the following institutional support

  • Centre for Electronics Design and Technology (CEDT)
  • The Corporation in collaboration with Dept. of Electronics,Govt of India has set-up Electronics Research and Development Centre (ERDC).
  • ERDC was set-up by the DoE under the aegis of Standardization Testing and Quality Control Directorate


With the dismantling of license permit raj and emergence of IT, the Corporation was rechristened as Punjab Information and Communication Technology Ltd.(PICTCL) in the year 2002. The Corporation's focus shifted to the promotion of IT Industry and undertaking IT and E-Governance projects.
Quark City- Punjab Infotech has allotted about 50 acres of land for the development of Quark Media House, a subsidiary of Quark Ink. USA in Phase VIII Mohali.
Software Technology Park- The establishment of Software Technology Park, Mohali was the result of initiatives taken by Punjab Infotech.


The Corporation adopted a holistic four pillar strategy based on Infrastructure, Human Resources, Investor Relations and Policy Advocacy.
The Corporation was designated the nodal agency for Investment Promotion Campaign by Punjab Government in year 2013 and has been organizing various Roadshows and Summits along with PBIP to promote Punjab as the most preferred Investment destination.
Punjab Startup Cell has been set up at Punjab Infotech in year 2016 under the Department of Industries and Commerce, Government of Punjab which has been entrusted to build a strong eco-system for nurturing innovation and to ensure necessary convergence & synergy in various Central and State programs promoting innovation, entrepreneurship and Startup. This cell is also working for the registration of startups and providing incentives to registered startups.
