Deputy General Manager (DGM) – IT / e-Governance
Role & Responsibilities
The Deputy General Manager shall be responsible for providing strategic, technical, and managerial leadership for the planning, execution, monitoring, and successful delivery of IT and e-Governance initiatives undertaken by Punjab Infotech. The position requires a balanced blend of technology expertise, project management capability, and stakeholder coordination to support digital transformation across Government departments. Key responsibilities include:
- Lead formulation of project implementation strategies, work plans, and execution frameworks for IT and e-Governance initiatives.
- Provide in-house technical guidance on solution architecture, system design, technology selection, and deployment methodologies.
- Oversee complete procurement lifecycle including preparation of technical specifications, tender documents/RFPs, bid evaluations, negotiations, and contract finalization.
- Coordinate with Government departments, external agencies, consultants, and technology partners to ensure projects meet defined objectives and service outcomes.
- Monitor project timelines, quality benchmarks, risk mitigation measures, and budgetary utilization to ensure timely and cost-effective delivery.
- Supervise and mentor Managers and project teams, ensuring effective team performance and knowledge sharing.
- Provide technical oversight for complex, high-value, and mission-critical technology initiatives.
- Review vendor deliverables, technical reports, and system performance to ensure compliance with contractual and technical requirements.
- Prepare project progress reports, executive summaries, review notes, and presentations for senior management, governing bodies, and departmental stakeholders.
- Ensure adherence to applicable Government procurement rules, cybersecurity standards, data protection guidelines, and organizational policies.
- Support development of internal technical capacity, documentation standards, and best practices for project execution within the IT / e-Governance division.
Essential Experience
Minimum 13 years of relevant professional experience in IT project management, system implementation, software delivery, digital transformation, or technology consulting.
Desirable Skills
- Demonstrated experience in leading large-scale IT or digital governance initiatives.
- Strong knowledge of public procurement processes and contract management frameworks.
- Proven leadership, decision-making, and stakeholder engagement abilities.
- Capability to evaluate technical proposals, oversee system integration, and manage vendor performance.
